Club Constitution of Rattlesnake Raceway
The following Constitution was unanimously passed by the Rattlesnake Raceway RC Club on 2/15/2012.
We the racers of Northern California, in order to form a more perfect Union, to promote the general welfare and vitality of radio controlled car racing, for ourselves and posterity, do ordain and establish this Constitution for the Rattlesnake Raceway RC Club.
Article I - Creation
Section 1 – The Club shall be called Rattlesnake Raceway RC Club, hereafter referred to as “the Club”.
Article II - Purpose
Section 1 – The object of the Club is to foster and promote radio controlled car racing at all levels, providing opportunities for recreation and competition. The focus at all levels is to be on FUN!
Article III – Membership
Section 1 - Membership of the Club shall be open to any person who pays the relevant application fee as determined by the Executive Committee. Membership in any volunteer run organization is synonymous with responsibility. Members of the Club shall be expected to assist the Officers of the Club in order to ensure the general welfare of the Club.
Section 2 – Membership in the Club shall grant certain rights. Voting rights, and reduced race fees shall be privileges of current members. Monthly Club meetings shall be held to discuss topics of importance to the club. The location, date and time shall be made available to all Club members.
Article IV – Officers
Section 1 – The Club shall have a President, Vice President and Treasurer, elected annually from amongst the current members of the Club.
Section 2 – The Officers of the Club shall form the Executive Committee. The Committee shall be charged with conducting the normal business of the Rattlesnake Raceway RC Club, and upholding the Constitution of said Club.
The Duties of the Committee shall include, but not be limited to:
a) To control the affairs of the Club on behalf of the Members.
b) To keep accurate accounts of the finances of the Club through the Treasurer.
c) To inform Club members of Club meetings.
d) To plan and host radio controlled car races.
e) To ensure that the radio controlled car tracks of the Club are well cared for and in proper order.
Section 3 – The Executive Committee shall retain the authority to delegate responsibilities as is deemed necessary to ensure the general welfare and continued operation of the Club. It is necessary, and expected of Club Officers, to delegate the authority to accomplish tasks beneficial to the Club.
Article V – Election of Officers
Section 1 – All officers shall be elected at an annual Club meeting, from, and by members of the Club.
Section 2 - All Officers are elected for a period of one year, but may be re-elected to the same office or another office the following year.
Section 3 – Annual elections shall be conducted at Club meetings by closed ballot. Notification of pending Club meetings in which an election is to occur shall be at least two weeks prior to an election.
Section 4 – In the case of an Officer who is unable to, or unwilling to continue to perform their function, a special election shall be held to fill temporarily the position.
Article VI – Amendments to the Constitution
Section 1 - Any proposed alterations to the Club Constitution may only be considered at a general Club meeting. Any alteration or amendment must be proposed by a Full Member of the Club and seconded by another Full Member. Such alterations shall be passed if supported by not less than two-thirds of those Full Members present at the meeting.
